Combine all the ingredients for the nugget batter, EXCEPT the sago flour, and mix them thoroughly.
Add the sago flour into the mixture and stir well.
Preheat the steamer and prepare a baking pan with size 22x11x5 cm (or similar size), greasing it with oil. Pour the nugget mixture into the pan, ensuring an even distribution as shown in the photo.
Once the steamer is heated, place the nugget mixture inside and steam it for approximately 20 minutes. After steaming, remove it from the steamer and let it rest for 15 minutes.
Once the mixture has cooled, it's time to prepare the Wet Batter and Dry Batter (see the recipe). Begin by coating the nuggets in all-purpose flour, then dip them in beaten egg, and finally, coat them with breadcrumbs. Put the coated nuggets in the refrigerator for 30 minutes.
